Character Biography

Mateo Vargas grew up on the mean streets of Chicago’s West Side, living a life of gangs, drugs, and an almost daily occurrence of gun violence, but rather than get drawn into it, he resisted, helping support various initiatives for neighborhood watch and becoming active in school politics, becoming class president and leader of the student council.

Vargas worked hand in hand with his teachers and school administration to try and enact emergency procedures for the various school districts in Chicago’s West Side and even helped draft policy that made it to the state level in Illinois. All of this work driving public safety gave him an appreciation for public service, and upon graduating from college, he joined the Chicago Police Department.

Working as a beat cop in one of Chicago’s most dangerous neighborhoods was an emotionally trying time for Vargas, and even as he made improvements in relations between citizens and law enforcement, it seemed that for every step forward there were several steps back.

This was never truer than in his tenth month on the job.

Responding to an emergency call at an apartment building on the 4400 block, Vargas came face to face with a distraught father threatening to kill himself and his children unless his wife came back to him. As a long time sufferer of spousal abuse, she had sought refuse at a women’s shelter, but when she got wind of what was happening, she headed back home to try and defuse the situation. As Vargas tried to resolve the dispute, the husband lost control and shot his wife, kids, and finally turned the gun on himself.

This event so traumatized Vargas that he nearly left the force, but after speaking with a Police psychologist decided that he would learn from the experience and become a hostage negotiator. He joined the Chicago SWAT division shortly thereafter and began his long and storied career in Special Weapons and Tactics, keeping the streets of Chicago safer.

Hostage negotiation was very rewarding, but his thirst for being on the front line drove him towards more active field operations work and soon enough he was leading his own specialized SWAT Team called the Thunder Unit. The Thunder Unit quickly made their presence known, taking the fight to the Chicago gangs and developing an impressive reputation.

Their reputation was so impressive that the Thunder Unit was asked to supervise a classified prisoner transport initiative, which was moving some high value criminals from a local prison to a federal facility. Vargas developed the entire transportation plan and brought on his Thunder Unit for support, leveraging their skills in SWAT and close quarter combat.

But even the Thunder Unit wasn’t fully prepared for R.I.O.T.’s full scale assault on a major American City. They hit hard and fast and while Vargas and his Thunder Unit managed to fight several of them off, preventing a truly horrific situation, several prisoners escaped and many of them are reportedly now members of R.I.O.T.’s tactical command structure.

While publicly the Thunder Unit’s escort operation in Chicago was viewed as a failure, Captain John Eagle watched the tape of the escape several times and each time became more and more impressed by the way the unit worked together and how specialized their training appeared to be, especially for a city SWAT unit. Now knowing that R.I.O.T. had no hesitation with running military operations on the streets of American cities, Eagle immediately called Vargas and asked for his assistance with some Eagle Force urban assault tactics.

During his short stint working with Vargas and the Thunder Unit, he was so impressed that he asked them to join Eagle Force full time, and they all happily volunteered. Taking the name Takedown, Vargas became Eagle Force’s urban operations specialist and worked to train and recruit other Thunder Unit members to supplement their forces and be as prepared as possible for the next time R.I.O.T. dared to take the fight to their cities.
